This paper highlights neighbourhood heating and cooling networks as a complementary solution for decarbonising urban and suburban heat supply. Drawing on findings from the HeaTogether project, it identifies key policy barriers and proposes EU-level measures such as clearer definitions, integration into heat planning, simplified permitting, targeted funding, and stronger support for local initiatives. The paper argues that neighbourhood-scale networks need to be recognised as a distinct approach within the broader heating and cooling transition.
